What does quarter turn fitting tap mean?

Quarter-turn faucets mean that they just need to be turned 90° to start and stop the flow of water.

Can we connect the washing machine pipe?

Yes. You can connect a washing machine pipe to the bib tap faucet. Make sure you use a washing machine adapter to fasten the pipe tightly.

Does this have a hot and cold option?

Bib taps do not have the option for mixing hot and cold water. You can install separate bib-taps for hot and cold water supply separately.
